Supply Ontario (Centralized Supply Chain Ontario) is seeking proposals from highly qualified, experienced vendors to qualify as Preferred Vendors under the 2025 Advertising and Marketing Communications Services VOR to provide advertising and marketing communications services to Ontario government ministries and agencies. Qualified Preferred Vendors will be invited to compete for projects valued at $30,300 or more and may deliver services such as strategic planning, creative development and execution, multi‑platform digital and social media, multi-channel content, measurement and optimization, account management, cooperative marketing and partnerships, owned channel integration, outcomes and reporting, insights, creative strategy and design, and project management. There are two streams: Stream One allows talent from any source and Stream Two requires use of only unionized ACTRA talent; bidders must choose either Stream One or Stream Two. Current Preferred Vendors will remain Preferred Vendors in Stream One and may apply to qualify in Stream Two; new applicants may apply to become Preferred Vendors under either stream.
