Tender: Construction Management for Submarine Infrastructure at CFB Halifax (Wright's Cove)

Defence Construction Canada is seeking a supplier for construction management services to deliver complex submarine-support infrastructure at Canadian Forces Base Halifax (Wright’s Cove), including jetties, maintenance and training facilities, offices and other supporting works. This Advance Procurement Notice (not a solicitation) describes a potential Construction Management contract estimated at $5B–$10B with an anticipated posting in January 2027, conditional on DND approval; the infrastructure must be delivered by 2033 to enable submarine berthing and maintenance beginning in 2034 ahead of submarine deliveries around 2035 or earlier. The project includes security requirements with a Facility Security Clearance (FSC) up to Level II (SECRET) and may include Indigenous business participation under the Procurement Strategy for Indigenous Business; DCC is offering discretionary sponsorship assistance through its Industrial Security Program to enable early clearance applications but does not guarantee that sponsorships or clearances will be granted.
