Tender: Design and Virtual Delivery of National Bilingual Cybercrime Training for Parole Officers

Correctional Service of Canada is seeking a supplier to design, develop and virtually deliver a three-day bilingual (English and French) cybercrime training program for over 2,000 parole officers nationally. The program combines one day (6.5 hours) of asynchronous online learning with two days (6.5 hours each) of instructor-led virtual training, to be delivered in ten sessions (approximately 200 participants per cohort; eight sessions in English and two in French) and covering online crime including child sexual abuse material (CSAM), online sexual exploitation and luring, dark web activity, digital investigations, emerging online risks, offender risk assessment, community supervision and intervention strategies. Deliverables include pre-recorded instructional video modules, formative quizzes and assessments, instructor materials and notes, and ten virtual training deliveries through CSC-approved platforms; all work is to be performed virtually (no travel anticipated), there are no security requirements, and all sessions must be offered by March 31, 2027. Suppliers must meet the published minimum essential experience and qualification criteria (including specific multi-year experience in cybercrime, training design and large-scale virtual delivery, a bilingual instructor and a graduate lead instructor), the estimated contract value is $52,000 (plus GST/HST), and statements of capabilities must be submitted by October 23, 2026.
