Alberta Transportation Economic Corridors is seeking vendor feedback and future proposals for the development and operation of Commercial Safety Rest Areas (CSRAs) on Highway 2 between Calgary and Edmonton. Through a Request for Comments (RFC), the Province invites prospective vendors to review the Draft Proposed Work (Exhibit 2) and provide submissions to inform a forthcoming Negotiated Request for Proposals (NRFP) that will seek lease agreements for the development, operation, and maintenance of up to three CSRAs. CSRAs are roadside sites with direct ingress/egress from the highway intended to provide all-season 24-hour washrooms, safe parking, and commercial services such as fuel supply, convenience retail, quick-serve food outlets and vending. The RFC explains previous attempts failed due to remote site challenges, low utilization, excessive vendor risk and rent requirements; changes for this initiative limit proposed sites to the Highway 2 corridor, remove rent charges, and seek vendor input on supports needed to make up to three sites profitable. The Province expects to pursue CSRAs at Dickson-Stevenson Stopping House (existing southbound), Wolf Creek SRA (existing southbound), and a proposed southbound site near Millet, and will consider proposals for one to all three sites, potentially entering multiple leases where site selections do not conflict.
