Tender: Engineering Consulting Services for South East Vistas Special Study Area (East Vistas ASP) – Leduc County

Leduc County is seeking an engineering consulting partner to work with County staff on a comprehensive review and amendment of the South East Vistas Special Study Area of the East Vistas Area Structure Plan, with consultant work anticipated in quarter one of 2028 and a budget of $150,000 for the entire project. The Special Study Area is the south section (29-50-24-W4) of the EVASP, an urban residential development directly west of the City of Beaumont, and was designated in 2026 to explore options for largely non-residential land uses to be included in a future amendment. The project is at an early stage, land use specifics are not yet determined, and public engagement with local stakeholders, landowners and the City of Beaumont will significantly influence design and land uses. The consultant scope includes technical studies and investigations to support a comprehensive amendment to the EVASP and updates to the remainder of the document as needed; the County will retain elements of the work and the process is expected to involve changes and re-works as the project evolves. The Special Study Area is bounded by Township Road 505 to the north, Range Road 245 and existing Country Residential subdivisions known as The Vistas to the west, Highway 625 to the south and Range Road 244 (under the City of Beaumont’s authority) to the east. The County encourages both boutique firms partnering up and full service firms to submit proposals.
