About

Public Health Ontario (PHO) is seeking a supplier to act as the Primary Supplier to deliver integrated Managed Services Provider (MSP) and Managed Security Services Provider (MSSP) capabilities under a hybrid co-sourced and outsourced model. This BAFO RFP requests proposals in two stages (Stage 1 initial proposals; Stage 2 Best & Final Offer for invited top-ranked proponents) and requires the MSP to submit as the Proponent and be a Canadian business (see Section 1.1.4). PHO intends to establish a strategic partnership with a single lead service provider that will be accountable for delivery, coordination and continuous improvement of managed IT and cyber security services, strengthening operational resilience, improving service quality, advancing cyber maturity and supporting PHO’s digital and data priorities. The partnership model balances PHO-retained capabilities with external expertise, automation, 24/7/365 monitoring, scalable technical capacity and specialized security operations, and emphasizes clear service ownership, transparent performance management, defined service levels and a flexible operating structure.
