The Government of Alberta is seeking a supplier for prime consultant services to complete a comprehensive facility condition assessment and portfolio optimization study for warehouse and storage facilities in Edmonton, together with a review of the Surplus Sales program in Calgary. The study will assess current performance, physical condition, utilization, operational suitability, capacity and the long-term role of each facility; establish a current-state baseline; identify deferred maintenance, lifecycle and tenant-improvement requirements; evaluate options including consolidation, co-location, relocation, lease reduction, adaptive reuse, redevelopment, continued ownership, disposition, demolition, replacement and new-build; and recommend a long-term portfolio strategy aligned with asset management principles. The Consultant must deliver decision-ready findings, options, cost estimates, benefits, risks, implementation constraints, change-management considerations, sequencing and timelines. The review covers three owned Edmonton sites (comprising 15 owned buildings) and three leased Edmonton sites (comprising 3 leased buildings); Edmonton locations named include Lambton Park, Alberta Public Works Supply & Service Surplus Sale, Bonaventure Yard, Lampton Industrial Centre and the relevant portion of Twin Atria. The Calgary location is the leased facility at 38 Highfield Circle S.E. Any implementation project approved following this study will proceed through a separate procurement for prime consultant services.
