The National Research Council Canada is seeking a supplier for eleven (11) Electrometer/High‑Resistance Meters and accessories (Keithley 6517B or equivalent) to support continuous low‑current and high‑resistance measurements that demand exceptional signal‑to‑noise performance, stability, leakage control, guarding, triaxial connectivity and measurement repeatability. METRO operates under a rigorous quality system with measurement standards that must be traceable, reliable and internationally recognized; the existing Keithley‑based platform is fully integrated into validated measurement systems, software, automation scripts, operating procedures and technical documentation, and maintaining the same instrument platform supports compatibility, continuity and comparability of results used to support national measurement standards and regulatory obligations. The procurement notes that adopting an equivalent instrument would require extensive technical evaluation and verification — including performance testing, comparison studies, revalidation of methods, updates to quality documentation, modifications to software drivers and automation scripts and likely a demonstration unit — and could result in disruptions to operations, delays to standards‑maintenance activities and potential interruptions to client services.
