Tender: RCMP COMSEC Mobile Operational Vehicle Upfitting – National Capital Region

The Royal Canadian Mounted Police (RCMP) is seeking a supplier for specialized vehicle upfitting services to convert a vehicle into a fully equipped mobile COMSEC Suite capable of processing high volumes of information. The work includes planning, design and fabrication of a 2–3 user workspace, interior measurements and weight checks; electrical and power setup including insulation and vapor barrier, wiring, shore power connection, LED lighting and power outlets; interior build such as flooring, custom built-in furniture, seating, monitor and equipment mounts, network compartment and cabling; and mechanical and safety installations including HVAC, climate control and a fire suppression system. All services must be performed at the contractor’s secure facility and the contractor must be located within the National Capital Region (evaluation requires location no more than 50 kilometres from the National Capital Region). Suppliers must demonstrate in-house engineering, design, fabrication, welding, electrical and occupational health and safety capabilities, recent experience outfitting mobile vehicles, and the ability to integrate electrical, HVAC, interior workspace and safety systems. The proposed contract period is October 15, 2026 to March 31, 2027, the estimated value is $150,000 to $350,000 (taxes extra), and the closing date for statements of capabilities is October 8, 2026 at 2:00 p.m. EST. The RCMP intends to award the contract to Battleshield Industries Limited as the pre-identified supplier.
