Tender: Research and Evaluation of Risk Assessment Tools and Programs for Justice-Involved Individuals — Ontario Ministry of the Solicitor General

The Ministry of the Solicitor General of Ontario is seeking a supplier for research and evaluation of risk assessment tools and/or programs for justice-involved individuals, with the objective of establishing a ministry-specific Vendor of Record to conduct evaluation studies. The work may include developing evaluation plans, analyzing datasets, engaging stakeholders, preparing written reports with operationally feasible recommendations that cite evidence-based research, and potentially modifying risk assessment tool algorithms and evaluating the impact of those adjustments for tools used in Ontario. Vendors must provide personnel that include at least one Lead Evaluator holding either a master’s or doctoral degree in psychology, criminology, data science, or a related field, and with experience leading at least three evaluation projects or studies, with further qualification details set out in the Deliverables.
