The WCB is seeking a supplier for dedicated IBM subject matter experts to provide IBM Expert Labs services to perform a side-by-side migration and upgrade of its IBM MQ environment to IBM MQ 9.4.x. The work includes upgrading MQ across DEV, CERT, PROD and Training environments, migrating MQ services to Windows Server 2022, and migrating, configuring and validating all 10 queue managers (DEV 3, CERT 3, PROD 3, Training 1) while preserving existing messaging functionality, configurations and connectivity. The scope requires implementing TLS on external-facing MQ channels including AZURE.CLIENT and ExtranetQM, applying Role-Based Access Control using Active Directory security groups with least-privilege principles, validating business-critical integrations (Mobile Worker App JMS, Azure Spring Boot Bridge, and WAS 9.0.5.26 Java 1.8 JMS), executing a controlled production cutover with minimal business impact, providing post-go-live stabilization, troubleshooting and support, and delivering operational knowledge transfer and documentation. Quotations should explain how the contractor will address the expected outcomes; corporations or partnerships must provide written proof of good legal standing before providing services, and workers compensation coverage is not required unless mandated by The Workers Compensation Act.
