The Canada Revenue Agency is seeking a supplier for access to a user testing software platform to test CRA content on Canada.ca with the Canadian public and specified niche audiences such as business owners, families with children and other demographics as required. Testing with persons who use assistive reading and navigation technologies is out of scope and has been solicited separately. The objective is to assess how easily users can find information and complete tasks on Canada.ca and to identify navigation difficulties so solutions can be proposed to improve performance. The requirement includes irrevocable options to procure additional test requests within the platform’s annual entity license. Any resulting contract will be for two years with CRA retaining the irrevocable option to extend for up to five additional one-year periods. Bids must meet all mandatory evaluation criteria and the responsive bid with the lowest bid evaluation price will be recommended for award; proposals may be submitted in English or French. This procurement may be conditionally set aside under the Procurement Strategy for Indigenous Business if certified Indigenous bidders qualify; if two or more Indigenous businesses submit compliant bids, competition will be limited to them. The CRA reserves the right to negotiate with suppliers on any procurement.
