The Department of Foreign Affairs, Trade and Development (DFATD) is seeking Change Management Consultants to support its TBIPS Grants and Contributions Transformation Initiative (GCTI) to build a modern, user-friendly grants and contributions platform. DFATD requires a pool of resources to focus on internal coherence, strategic alignment, stakeholder engagement, transformation-enablement (including communications), and risk management by developing detailed change plans, managing relationships with scrum teams, coordinating with the product strategist to create coherent work streams, applying lessons learned across teams, and ensuring adherence to budgets and timelines. The requirement is for an estimated five consultants (one Level 3 and four Level 2), with an estimated level of effort of 3,300 days, a contract period of approximately 36 months, an anticipated start date of 2027-01-05 and estimated delivery date of 2030-01-05; solicitation issuance date is 2026-10-26 with a closing date of 2026-11-13 at 2:00 PM. This selective tender is open only to TBIPS Supply Arrangement Tier 1 holders in the National Capital Region; minimum corporate and resource security requirements are SECRET, the Security Requirements Check List (SRCL) is pending, and no incumbent currently provides these services.
