Lubicon Lake Band #453 is seeking a qualified General Contractor to construct a new Health Centre Building and a Head Start Building, including complete facility construction and associated site development and all architectural, structural, mechanical, electrical, civil, landscaping, utilities, testing and commissioning work as identified in the Drawings, Specifications and other Bidding Documents. The projects are tendered on a stipulated price basis with landscaping to be provided as a separate price breakdown per project (including Division 32 items such as topsoil placement and grading, turf and grasses, trees, shrubs and ground-cover planting). Bidders must prioritize Canadian-manufactured products and non‑U.S. steel where practical to minimize tariff exposure and comply with the Buy Canadian requirements in Section 00 21 00. A mandatory Lubicon Participation Plan is required addressing local employment, Indigenous subcontractors and suppliers, training and apprenticeship, capacity building, community engagement, implementation, administration and reporting; the Participation Plan must achieve at least 17 of 25 points (bid price is evaluated to 75 points, Participation Plan to 25 points). Required bid documentation and securities include a Bid Bond of not less than 10% of the Bid Price, Consent of Surety, applicable COR documentation and procurement form submittals; the successful Bidder must provide a 50% Performance Bond and 50% Labour and Material Payment Bond.
