Tender: Consulting Services to Replace Building Fire Protection Systems at CFB Bagotville and Satellite Sites (Quebec)

Defence Construction Canada (DCC) is seeking a consulting firm to provide professional services to replace building fire protection systems, including aqueous film-forming foam (AFFF) systems, at CFB Bagotville and its satellite sites in Chicoutimi, Jonquière and Sept-Îles, Quebec. This Request for Abbreviated Proposal (RFAP) calls for abbreviated proposals to be submitted through the MERX Electronic Bidding System and will evaluate proponents using the RFAP’s established criteria to select the highest-scoring proponent. The solicitation is conducted under CFTA, CETA and WTO-GPA requirements; the selected consultant must hold a valid Designated Organization Screening (DOS) issued by the Contract Security Program (CSP) within Public Services and Procurement Canada (PSPC). The RFAP identifies required staffing and rate categories such as Project Manager; Lead, Senior and Intermediate Specialist Engineers in Fire Protection Systems; Lead, Senior and Intermediate Fire Protection Systems Technicians; Senior and Intermediate Technical Support; a Total Classification Rate; and a Maximum Upset Unit Travel Rate to CFB Bagotville.
