Defence Construction Canada (DCC) is seeking general contractors to provide all labour, materials and equipment to undertake contaminated marine dredging and infrastructure rehabilitation at Jetty NE, Canadian Forces Base Halifax, Nova Scotia. This Request for Expression of Interest (RFEOI) is the first step in a two-step solicitation; only general contractors who submit an expression of interest through the Electronic Bidding System by the RFEOI closing date will be invited to the Tender Phase, when technical plans and specifications will be released. The Rough Order Magnitude estimate for the contract is $26,834,000 (excluding HST, design costs, travel and disbursements, consultant fees, movable equipment, IT equipment and contingencies). DCC expects to proceed to the Tender Phase around November 2026; the works must reach substantial completion no later than 470 calendar days after notification of contract award and be fully completed within 30 calendar days thereafter. The solicitation includes an Indigenous Benefits Plan requiring inclusion of Indigenous businesses as subcontractors or suppliers, and contractors must hold, or obtain, a Designated Organization Screening (DOS) or Facility Security Clearance (FSC) during construction (DCC has issued an APN to allow initiation of the sponsorship process). Standard Construction Contract Documents for Electronic Bidding (DCL 250E) are available on DCC’s website; responses to this RFEOI must be submitted via the Electronic Bidding System.
