Correctional Service Canada is seeking a supplier to replace obsolete electronic security system technologies at Cowansville Institution in the Quebec Region by supplying and implementing a Perimeter Intrusion Detection System (PIDS) Integration Unit (PIU) and a Facility Alarm Annunciation System (FAAS) Integration Unit (FIU) as the core of the site’s command-and-control. This RFP is limited to pre-qualified suppliers under Supply Arrangement CW2440311 (Perimeter Security Management System) and CW2440314 (Interior Security Management System) and the following SA holders have been invited to submit proposals: Bosch Building Technologies Inc. and Vipond Inc. The contractor must provide equipment, application and process software, and associated services to implement PIDS, Perimeter Security Management System (PSMS), and Interior Security Management System (ISMS), delivering milestones that include project initiation and site survey; design approval; procurement and factory acceptance test (FAT); data processing and analytics platform; installation and cutover; acceptance test plan (ATP), training and closeout; and holdback. The contract period runs from award to twelve (12) months later. The procurement is conducted under the Canadian Free Trade Agreement (CFTA) and will be awarded to the compliant bid with the highest combined score of technical merit and price; it is not subject to Indigenous set-asides or Comprehensive Land Claims Agreements and does not include security requirements.
