Tender: Service Road Upgrades (220 m: 166 m paved, 54 m gravel) – Cape Spear National Historic Site

Parks Canada is seeking a contractor to upgrade approximately 220 m of service road at Cape Spear National Historic Site, including construction of about 166 m of paved roadway and 54 m of gravel roadway. Bids will be accepted only by email to [email protected] or by facsimile to 1-855-983-1808; in-person, courier and SAP Ariba submissions will not be accepted. The maximum email file size is 15 megabytes (bidders may send multiple labeled emails if needed and must attach documents—links will not be accepted). The project is estimated at a value between $100,001 and $400,000 (taxes extra), requires a two-submission bid procedure, and must be completed no later than March 31, 2027. The Invitation to Tender includes bid criteria and an Indigenous Participation Plan requiring provision of specific socioeconomic benefits for Indigenous people and businesses in the contract area. An optional site visit is scheduled for October 9, 2026 at 1:00 pm ADT at the Cape Spear parking lot; bidders must confirm attendance with the Contracting Authority at least 48 hours in advance and submit the required certification to gain access. All work must comply with National Parks Regulations; written enquiries must be submitted no later than two calendar days before solicitation closing.
