Tender: Replacement of Perimeter Intrusion Detection and Facility Alarm Integration Units – Grand Valley Institution for Women (Ontario)

The Correctional Service of Canada is seeking a supplier for the replacement of obsolete electronic security system technologies at Grand Valley Institution for Women in the Ontario Region. The contractor must provide equipment, application and process software, and associated services to implement a modern Perimeter Intrusion Detection System (PIDS), Perimeter Security Management System (PSMS) and Interior Security Management System (ISMS), specifically replacing the PIDS Integration Unit (PIU) and Facility Alarm Annunciation System (FAAS) Integration Unit (FIU). The work follows milestone deliverables including project initiation and site survey, design approval, procurement and Factory Acceptance Test, data processing and analytics platform, installation and cutover, Acceptance Test Plan, training and closeout, and a holdback, and is to be completed within twelve months of contract award. This RFP is issued under the Canadian Free Trade Agreement and is limited to pre-qualified suppliers under Supply Arrangements CW2440311 and CW2440314; Bosch Building Technologies Inc. and Vipond Inc. have been invited to submit proposals. Evaluation will be by a compliant bid with the highest combined score of technical merit and price; there are no Indigenous set‑asides, no comprehensive land claims applicability, and the contract includes no security requirements.
